NetBeans IDE The NetBeans IDE provides support for several languages (PHP, JavaFX, C/C++, JavaScript, etc.) and frameworks.

Arachnophilia 5 is a Java based HTML editor that is very flexible and can be modified. It can compile HTML, PHP, Javascript, Java, C++, and a few others. I use version 4 still which is not as flexible but for some reason I like it better (is still available here for download).
Notepad or any other text editor which is available in your StartMenu somewhere.
